How do i change the octave ( UP or DOWN ) for an entire midi track ???

One way is to use the Piano Roll Editor. Select all the notes with the mouse. To transpose all selected events, use Shift+click+drag.

MIDI Transpose +12 may be easier (since the subject line mentions an octave).
Just another way of trying it.
In BiaB you may need to freeze the track first to make either option 'stick'.
In RB/PT it would most likely stick once done.

Since this is the Beginners Forum, it is hard to guess which program you are trying this in..

One way: In BIAB, Preferences, Channels, raise the number in the appropriate track, column 2, by one.

That's good to know there is a Mac beta 2017. Of course, most of us don't know what's in it, and those who do cannot comment here.
