If I get a laptop that has a built-in SD card reader, is the only speed limitation that of the card that gets inserted? I'm looking at a few laptops but they have no information on the built-in SD card reader.

I'd suggest using a thumb drive connected to the USB Port. I don't actually know the transfer rate/speed, but I transferred 8 Gb in just a few seconds.
I just purchased 5, 8Gb Thumb Drives from Amazon for US$5.95 each. Prices continue to nosedive.
Almost every modern device (including TVs) have a USB Port, not so with SD Card ports.
Just something to consider.

The cards have a read/write access speed code on them. The reader that is built-in to the laptop likely has it's speed controlled by the chipset on the motherboard. The cards themselves can vary significantly on capability: https://www.sdcard.org/developers/overview/speed_class/

I have a Zoom H1 for which I purchased a 16Gb MicroSD card - it happens to have a speed rating of "4" using a "Normal Bus I/F".
The accessory pack for the Zoom came with a MicroSD to SD adapter, I also have a MicroSD to USB adapter.
The transfer rate from SD adapter to my notebook with builtin SD reader is significantly faster than the USB transfer rate.
Although, thinking about it, it's possible that the USB ports I tested are NOT USB2... Maybe I should check again...

I've run into issues with SD cards lately. Not all SD card readers handle SDXC. Actually, quite a few don't, so you need to be careful your SD reader can handle the new 'SD' cards if you are looking for their speeds. helpful link https://www.sdcard.org/consumers/sdxc_capabilities/using_sdxc/ The SD card reader and the micro SD card reader on my main win7 system will NOT recognize an SDXC card, even though it fits in the slot and seems to be noticed. Hardware device not up to task. However, the micro SD card reader on my Win8 tablet WILL read it. Newer device spec'd to handle it. That said, personally, I use SD when I want to leave the card in the device 90% of the time and only remove it to transfer things occasionally. For normal everyday transferring I keep a couple USB thumbdrives in my pocket. Handy, accepted everywhere, and not THAT much of a speed loss.

Sounds like going with an SD card is sort of 'iffy' depending on the motherboard, etc. Can I assume that if the laptop has a USB3 port, I should typically get much better read performance than an SD card anyway?

Well lets get a little more technical, firstly if buying a new laptop, it is more likely to handle the SDXC cards, the next important thing about the card itself is the read/write speeds as linked to a description by rockstar-not, worth a read to understand the differences. However if depending on ordinary SD or SDHC cards you already have, the slowest is the lowest number inside the circle and the fastest is number 10 inside the circle. I find that a 32GB SDHC card rated as the number ten is perfectly fine with full HD video which does require a very high speed for good results.
Whatever the card reader fitted will handle in type, it will also match the highest speed of that type.
All USB devices are limited by the maximum speed of the USB bus inside the computer, though if it does come with a USB3 type port, and providing it is a genuine USB3 memory or flash drive, it is pretty fast.
After that, a lot then depends on what you will be recording and which media is the most convenient.

Handy flash drive tip: Always try plugging in a USB device the wrong way first?
