Pricing of PGMusic products assumes some prior installation... yet you deliver the whole package at every upgrade, duplicating thousands of files the customer already has. AS Real Tracks continue to add size to the distribution, why not simply deliver smaller packages of just the new stuff? By not having to add the cost of an external drive to the equation, you could keep prices lower, and make the delivery more download friendly (or at least able to fit on a reasonable number of DVDs)
More and more of us have a dedicated computer for recording, so it isn't unreasonable to fill up the hard drive with real tracks accumulated over many upgrades. In my case, the USB drives just end up in the closet.

Because there have been far too many instances where someone has either lost their original installation disks or software.
Because there have been far too many instances where someone has had to reinstall the entire shebang for whatever reason, either trying to cure a fault or because they have just purchased a new machine.
Because the amount of confusion and unhappy campers that would result simply because they were missing a file or two (where *did* that file go somewhere down the line?) - and the amount of complication it would take to isolate each specific instance and find out *what* file or files were missing or corrupted.
Because the closet is a good place for the included USB drive -- as a backup.
Of course, you already have the option of specifying eDelivery only, which would seem to apply to the way you do things. When using the sDelivery, the RealTracks are broken up into sets. You wouldn't have to download any set that you already have then.

Handy flash drive tip: Always try plugging in a USB device the wrong way first? If your flash drive (or other USB plug) doesn't have a symbol to indicate which way is up, look for the side with a seam on the metal connector (it only has a line across one side) - that's the side that either faces down or to the left, depending on your port placement.
