You need to download 2 or 3 files:

1) the full sample bank file
2) the 64-bit or 32-bit VST file (depending on which version of RB you're running)
3) optionally, the .EXE file to run it standalone

https://lostin70s.com/download

1) RKsamples_big.zip
2) KeysOfThe70s_2.0.3_win_64_vst3.zip (for 64-bit)
3) KeysOfThe70s_2.0.3_win_64_exe.zip (for 64-bit)

Unzip the samples file (the folder is named RKsamples). Move the folder with all of its contents either to the default location (C:/Users/Public/Documents) or to a location of your choice (I moved it to the root of my Thunderbolt 3 samples drive). Unzip the VST3 file and move the .VST3 file to C:/Program Files/Common Files/VST3. Open RB and rescan your plugins. If RB doesn't support VST3, then you're out of luck. I don't see a .DLL VST2 file available.

Unzip the EXE ZIP file and move the .EXE file to a folder of your choice in the proper Program Files folder (64- or 32-bit) and run it. If you located the samples somewhere other than the default location, just click in the folder path box and change it to the location you installed them at. Be sure to set the audio/MIDI options.

Works great.

Whether I find it useful or not is TBD.
