I'm on Band-in-a-Box® for Macintosh Version 2023 (702) installed to an external 2TB NVMe. It had BiaB 2022 until I updated it to 2023 last week. It also just got new 2023 content rsync'd over to it (new Drums/RealTracks/etc).

I had this happen a long time ago and don't recall how I fixed it – a reboot, maybe?

I'm running Ventura 13.1.1 (a) — the hot fix for some issues in 13.1.1 released a few days ago. I recommend running that, rebooting and trying again.
Unfortunately, in Ventura, this is hard to find (thanks, Apple). I had to open System Settings… and start typing Software Update in the Search field to make it appear.

The Installer app that installs packages occasionally does this for some reason that we do not know. The package is configured to allow installation to external volumes, and it appears to be some temporary issue / quirk. It is usually resolved after one of the following: - restarting the installer. Or if that doesn't work: - close other running applications - If all else fails, rebooting the Mac should fix it.
Now, you say you've rebooted and it still doesn't let you change the location, which is unusual ... try closing other apps that are running - press Command+Tab to cycle through apps, and command+Q to quit them (except for Finder). After that run the installer. If you are still fighting with, the log file might have further info - could you zip and send us the /var/log/installer.log to support with a reference to this forum thread? Note - to toggle hidden files and folders in Finder, press command+shift+<period>

Handy flash drive tip: Always try plugging in a USB device the wrong way first? If your flash drive (or other USB plug) doesn't have a symbol to indicate which way is up, look for the side with a seam on the metal connector (it only has a line across one side) - that's the side that either faces down or to the left, depending on your port placement.
