Well, that depends on how it's performed. If it was played as single notes, on a monophonic instrument with no accompaniment then yes. However, if it's performed with the clever inversions of the accompanying chords as it is supposed to be, it becomes a very dynamic song, with vibrancy, as it demonstrates how a single note can be presented. This one note is explored exactly in the way that the genius of Jobim intended. It's all about the presentation, and is not limited to rely only on a vocalist, surely.
