So, Preferences-->Count-in and Metronome Options:

<Default> (Count-In)

Drum Count-in options (for all songs):
Allow Lead-in bars (all songs)
Play lead-in even if Intro present
1 bar leadin

Leadin type: 'a' substyle fills
Smart Lead-in
Lead-in drum count if drums muted/disabled

If I check the 1 bar leadin and Regenerate, the tune starts with a 1-bar drum fill, and then band enters. I then try so Save Special-->.mp3 and I get a two-measure fill.
