Go to Piano Roll
Select Track
Right click > Select All Notes
Hold Shift Key
Drag one Velocity to change all

Same in RealBand

Of course, if this is a MIDI track other than Melody or Soloist, be sure to freeze the track after doing so, or it will get regenerated with original velocities.
