1) Can one copy the chord sheet from one SEQ file and paste them wholesale into another SEQ chord sheet (only the chord notations, not any of the audio material)?

2) Can you transpose the chords on the chord sheet without actually changing the audio material? Say you're working on a song and you decide that you want the entire second pass of the song to uptick a half-tone. Any way to avoid re-typing all the chord symbols in that 2nd section?

1. Yes, at least on a NEW file
Open RB, make sure the 'Chords' checkbox is enabled. Copy
Open a NEW file
paste the Chords in .. seems to work here.

2. Audio tracks are Audio, they won't transpose as you are expecting without regenerating (they are audio after all).
So you need to change the chords then regenerate the audio, or if you want to keep the same exact parts highlight the audio section and use 'Edit-Audio Effects -Pitch Shift' to make the existing Audio shift key.

Note this is a Hard Write process, so it actually rewrites the track's audio data. You can use Undo in the same session to revert, but if you Save it and decide later you don't like it, you'll have to do it again later to fix it.
Once you save the changes this way, they are permanent.
