While there is no command to delete half a measure, the effect can be accomplished but it will depend on what you want to achieve.

Are you wanting to shift the melody or chords and still maintain a 4/4 time afterwards?

By deleting 1/2 a measure, it means that there will be a measure of 2/4 somewhere in your song. Is this what you were after?

A little more information would help with giving some suggestions on how to accomplish what you want.

It is possible to have a 2/4 bar mid-song by changing the number of beats per bar using Bar Settings, but unfortunately, that'll only work well if you're using a MIDI style. Band-in-a-Box for Mac has trouble with time signature changes when using RealTracks.
