to the master outputs? Meaning not to individual tracks but the whole stereo output.

You will first want to add the Master track to your mixer. You can do this by clicking the eye button at the bottom right of your mixer, then select the Master track to make it viewable. Then, you can add plugins to it just the same as any other track.
