Sometime when you plug in a USB device, Windows 7, 8 or 10 doesn't recognize the device, even if you installed a USB driver beforehand.
The issue may be caused by the Windows device manager memory being full of unused, obsolete or seldom used device drivers. Windows 7 and 8 only "remember" 10 device drivers per port. Windows 10 raised the number of devices per port to 100 but with driver updates, failed installs and such you can still fill the device manager memory to overflowing.
The answer is to have the Windows Device Manager show all unused device drivers. Then you can uninstall or disable those devices you don't use.
