To ask your questions a different way:

Can Band-in-a-Box be used to make commercial recordings? Yes, sure, why not? Listen to the commercial releases by +++ Joanne Cooper +++ or +++ Henry Clarke +++.

Band-in-a-Box is also a music education tool but it does not have to be used exclusively for music education.
