Is there a way to quickly toggle the count-in on and off without going to the Options menu each time? Thanks.

There is not a specific keyboard shortcut for the Count-in/Met window in the Windows version. But the keyboard shortcut "Ctrl + E" brings up the Preferences window, so that would save you some time clicking.
One Mac, the keyboard shortcut is command+, or option+P.

I could see this being a very useful feature for those who perform live with BIAB.

I supported your item in the wishlist. You may be aware that from the Song Settings menu you can turn the count-in on/off on a song-by-song basis . While this is not the same as your suggestion, it is similar and may be a starting point at the present time.
(This feature was introduced from a wishlist request also.)
