I think that if you delete the notes in bar 31, you might find that the notes from bar 30 may automatically populate into bar 31. If not you can right click and edit the notes, or just delete them snd re-add them. BIAB will create the ties automatically.

Think of the notes as more than just 'dots on a stave'. They all have length information also. So you cannot move a note to where a note already exists, and you cannot tie two notes together to make one longer note. You will still have two notes.
So if you want one longer note (as it appears you are trying to achieve), delete either the second or first note, then drag the remaining note to the correct start position, then set the length of the note.
Be careful that if you have the 'Clean' checkbox checked, you may not see your desired result until all of the notes at that position have been extended.

Handy flash drive tip: Always try plugging in a USB device the wrong way first? If your flash drive (or other USB plug) doesn't have a symbol to indicate which way is up, look for the side with a seam on the metal connector (it only has a line across one side) - that's the side that either faces down or to the left, depending on your port placement.
