How can I nudge a note up or down, left or right, with a keyboard stroke? Example: (Ctrl + ?). Appreciate any help.

Yes, this is supposed to be possible, although I didn't have any success from Step 2 onwards when I tried.
From the Help dialog:

Keystroke Note Editing You can easily edit notes using only keystrokes. By stepping through the notes one-by-one, when a note is highlighted you can change the pitch using the cursor keys, and other values (timing, duration, channel) with other hotkeys. This speeds up editing of notes. To use this function, you do the following:
1. Open the Notation window.
2. Move the mouse cursor to the note that you want to edit, and then press the Chord Advance (INS or DEL key on the Numeric Keypad). This highlights the current note.
3. With the note highlighted in red, use the cursor up/down keys to change the pitch of the note. You hear the pitch change as the note changes.
4. Use the cursor left/right keys to change the note’s start time, duration, channel, or velocity (depending on the setting of the “Right/Left Cursor Edits” field in the Notation Options dialog.
Press the Esc key or [Stop] button when you’re done.

George, You have to use the Editable Notation View. To open this mode, click on the button, which looks like a TicTacToe field.
Thanks Brille Yes, I agree that editable notation mode is expected to be required (I tried with and without). Did the instructions from the Help suggestion work for you?

In fact, I can select notes (highlight them in red) with the two "Ins/Del" keys of the numeric keypad in the editable notation mode and then also change the pitches with the up/down arrow keys. In fact, however, the right/left keys have none of the functions that can be set in the options, but only move the cursors position one sixteenth to the right or left. For me this looks like a bug.

Handy flash drive tip: Always try plugging in a USB device the wrong way first? If your flash drive (or other USB plug) doesn't have a symbol to indicate which way is up, look for the side with a seam on the metal connector (it only has a line across one side) - that's the side that either faces down or to the left, depending on your port placement.
