That's it exactly but there's a new wrinkle:

Unverified apps will now give you only two choices, Cancel or Trash if you double-click to open. You can't make them trusted — which doesn't mean there isn't a workaround: Right-click (or whatever method you use to open the Secondary menu) and select Open — this brings up another menu that gives you a third choice: open anyway and assume the risk. Once you do that, your Mac will remember this and open the app as usual.

I discovered this with the open source LibreOffice.
