In Realband 2018, it's possible to switch windows using the "Windows" menu (#1 on the below image). I'm pretty sure that RB 2017 also has this.
Also, as the menu shows, there are shortcut keys to bring each window to the foreground. For example, CTRL+1 brings the Tracks window forward CTRL+3 will bring the Chords window forward, etc.
