I don't have power tracks but it is similar to RealBand which I do have. You change tempo in bars in RB by opening the tempo map and inserting the change you want. Then move to the bar where you want to change the tempo and insert that change.
Hopefully, the process is similar or the same in Power Tracks.
I opened up the tempo map. I then went to the bars I wanted to change. It appears only one bar at a the can be processed. I pressed the change button, then put my new tempo in. Since I have a mix of audio and midi tracks, a box comes up for me to enter the new tempo, and the stretch audio and adjust all tempos propotionately are checked. I can't just check one and not the other. Then when I put the new value in for the bar I want to change, it changes the entire track proportionatly and not just the bar I want. Suggestions, anyone? Thanks!
I just tried the tempo map with a file that has a mix of audio and midi. It affected the midi and not the audio. Like you, when I selected 'Change' I had the "stretch audio" and "adjust tempos" options appear and both were selected.
I noticed in the Help file under "Tempo Map" that there is a note that it doesn't work with already-recorded audio. This seems a little strange to me given the stretch option mentioned. Because of this, I've reported it to PG Music Support and have referenced this thread.
In the meantime...
1. Go to Help.
2. Select the "Index" tab.
3. Type in ALIGN.
.... and then have a read through the tutorial on how to use a click track to align audio to a set tempo.
The Tempo map is a linear change. If you want to change a range of bars change the tempo in the first bar, then change it back after the last bar in the desired range.

(2) +1 for rharv, above---unless you're trying to change the tempo for only one of many tracks, which I've never done and I think is about as kosher as changing lug nuts with needle-nose pliers: maybe you can do it, but why?
Hi version 2017 (3) Here is why I need to change tempo for a few bars in a single track: In another session of Power Tracks, I,listened to a solo at 1/2 speed and then played along with it. I then bumped it up to full speed and saved my solo. When I pulled the solo into my working seq file, it was just a little bit slow, not sure why as I used the same original track for both the seq and my solo. Bernie
There is a Tempo Change/Time Stretch feature that may help.
Maybe note the Start/End locations of the desired result and then use this feature to make the needed track match. I'll post pic Right Click the track and select the option below .. Maybe that'll help (?)

Handy flash drive tip: Always try plugging in a USB device the wrong way first? If your flash drive (or other USB plug) doesn't have a symbol to indicate which way is up, look for the side with a seam on the metal connector (it only has a line across one side) - that's the side that either faces down or to the left, depending on your port placement.
