If you don't use the mobile app feature you likely don't need this file.
That said, it's likely a false positive. It DOES install an app that communicates with other devices (phones/tablets), but that's about the end of the risk. It supports this feature: BiaB Apps
As mentioned in your reference; thousands of users have it running ..

I don't use it and left it in quarantine. But it is odd that I have had it for a couple of years and had no problem. I thought maybe it was updated in 464?

This app initiates a service to connect to your other devices. It is how the RB remote and BiaB apps work from your phone and talk with your computer.
Since it sets up a server 'environment' on your machine that shares and communicates with other unknown devices, I can see this triggering something in a scan.
It may be a simple matter of PGMusic updating their app signatures with Norton and other AV software so they know they are 'signed' by a trusted source. This has happened before.
A simple 'signature' expiring can cause havoc like this, so I assume as soon as they know they can probably get things approved/OK with the AV communities.
It's a struggle these days to know just what aspect of a previous working app may now trigger a warning, etc. I wouldn't worry about it much, just please let PGMusic know so they can address. They can probably correct it with an email or updated signature on the app. If they know about it.

To avoid these heuristic false positives interfering you can set most virus scanners to leave whole partitions, folders, programs etc. alone in their preferred settings, fi in 360TS, F
I think for now I'll just leave it quarantined and wait for BIAB/RB 2018. Maybe PG and NAV can sync up and resolve it.
Out of curiosity (more of an A/V question and not specific to BIAB/RB) I wonder how many viruses "sneak" in through un-checked A/V folders? I guess none, but then it seems like a catch 22.
You could also try a different scanner. Trend Micro, for example, offers a free online scanner called HouseCall. I would think other vendors have something similar. Using a web based scanner is a good way to get a second opinion, since many of the programs don't allow concurrent installation of other virus scanning programs.

Although I let me virus scanner examine downloaded files, I specifically exclude the /BB folder from my virus checker when running the program. The BB/RealTracks folder of the audiophile version is SO HUGE that it really slows things down to have that looked at each time.

It's included in the free 360TS, but i don't think they do much with all these uploaded "heuristics" unless there are too many of the same sent in ... I bought the 360TS now, $10 for 3 computers even, and they have a connection with Bitdefender; never used it but it accesses their database. F
