If you are using MME drivers this can occur.

I think the Audio Buffer setting in Prefs controls how much (defaults to about 2 seconds so it is stable for even older systems).
You can either use ASIO drivers (even ASIO4All may help).
Or tinker with that buffer setting. Many systems can perform with less than the default buffers. Most are fine down into the low hundreds, many even lower.
