Have you tried using a MIDI style to check what you're doing works. I think there are issues with real tracks not always doing what they advertise. I had a similar problem with shots & holds http://www.pgmusic.com/forums/ubbthreads.php?ubb=showflat&Number=343512PG Music accepted this as a bug and hopefully will fix it. So do as jazzmandan says, send an email to support referencing this thread. They will be able to give you more information.
