I had some artifacts left over from some previous SONAR testing today and I forgot about it but "clearing the decks" with a fresh reboot and am now doing some very slow methodical testing while setting/re-setting various items in BIAB and with PC reboots "to boot."
I get some strange BIAB behavior W.R.T. to MIDI thru and internal vice external MIDI (and it's duplicated in my parallel BIAB 2016 setup - so it's not unique to 2017).
What's really baffling and slowing me down is the "strangeness" is correlated to use of MME or ASIO AUDIO drivers? No it doesn't matter if native HW ASIO or ASIO4ALL. Frankly the AUDIO driver should have nothing to do with routing MIDI input to MIDI output over MIDI thru channel in any case.

Yes, neither MME nor two different ASIO drivers - ASIO4ALL and the dedicated FocusRite ASIO - permitted me to trigger my softsynth while transport was inactive (and they all DID trigger it when transport WAS active.)
But I didn't have Noel's steps 2, 3, and 5 configured as he shows, so I'll repeat tests and report back if the results change. I don't understand why they should, though (as I think Larry implies). And anyway, I want to use a softsynth of my choosing, not that prairie dog thingy. Then again, maybe I misunderstand what those steps 2&3 actually accomplish.
BTW, if BB were programmed to use the Win10 WASAPI interface (as the major DAWs are doing), WIN 10 users might not have the MME latency issue that's been widely reported in the past.

I have also this same problem. ASIO always on worked before BIAB 2017 but not anymore. MME is unacceptable solution for me because of latency and my audio setup. Asio4all suggestion didn't work.
"ASIO Always On" previously worked for me as well, but noticed last night on a song I was working on that it did not work on 2017. I had to have the transport going to hear the softsynth.
I'll play with it some more, but I suspect I'm experiencing the same thing as other folks here.

I logged in to bump this thread, and see you guys did it for me. Yes, I've never solved this problem. And I do think now that it's a bug, because it's NOT an issue in RB. There I can play the VSTi while transport is stopped. Not so in BiaB.
But just to confirm, can anyone get a softsynth to play while BiaB is stopped, under the following conditions: 1. Build 456. 2. New song. 3. style set to one of the all midi ZZ... styles. 4. Using ASIO4ALL or a dedicated ASIO hardware driver. 5. ASIO always on enabled. 6. Thru channel midi patch of your choice. 7. Driver settings as shown below, with input controller of your choice:
Peter, I see you're compiling a fixit list for the next patch. We thru channel users would appreciate your adding the item of this thread. As you know, it worked in BB2016, and it works now in RB2017.
