Hmmmm, I'm not so sure this delivers what the OP is searching for. With that method, you can have a Shot on the Drums, but other instruments must Rest, not Hold. Or you can have a Hold, except for the Drums.
But I didn't see a way to have a Shot on Drums and Hold on remaining instruments.
One way to do this would be to record the drums on two different tracks, one with a shot at the required bar, and another playing normally, then use function key <F5> (or Audio Edit) to silence the normal one and introduce the shot only on the required bar.

If you ever want to do the opposite, just incase anyone else is wondering how — with all the instruments doing a shot or hold but the drums continue on — in the chord sheet, you can type the chord you want followed by .d, ..d, and ...d to get the following effects:
CHORD.d means to rest all instruments except the drums. CHORD..d means to play a shot of all instruments, but the drums keep playing CHORD...d means to hold the chord, however the drums will continue to play.
If you're using MIDI drums, you can also manipulate how the drums are being played there.
