Also, let's please just check terms here for a moment:

You said "I select Rest/Hold Chord...". I know the dialog box says Rest Type and then there is a pulldown. When you select Hold Chord in that pulldown, it doesn't mean that a 'rest' is held; it means that the chord is held. This is not supposed to be a rest. Is that how you understand it? If you really want a rest, try one dot (rest all instruments, or rest all except) or two dots, which is a shot. Not three.

And just for good measure, do what Mac said, since it can't hurt and might help.
