You can fix a lot in windows, especially when you suspect what could be corrupted. IMO re-installing is a lot of work ... not necessarily bringing you the fix (maybe).
I would suggest making a backup first with f.i. True image, and then use Tweaking.com's Windows Repair, the free version already has quite a lot of options to offer, and it saved me a lot of time over the years. For starters, use sfc /scannow (as administrator in safe mode is best), or do it direct in elevated command mode. F
