If you have an HD or UHD monitor/TV on your Mac and get a sore arm from moving to the very top of the screen to access the app's menu, I think this idea of having the common menu bar at the top of the screen was from the days when it only ran one app at a time.

I was using MenuEverywhere but it don't work on Mojave.

Just > System Prefs > Security & Privacy > Accessibility > check DejaMenu.app
set your hot key to bring up the app's menu at the mouse pointer.
Under User Groups you can set it to run at Login.
