Almost and for all practical purposes, yes. The same as RealTracks, User Tracks are recorded audio that have been recorded to work with the algorithms used by BIAB to search and select specific audio of a specific riff or strum or note pattern that correctly plays over a specific chord or chord progression and tempo but that will also correctly respond to changes in key signature and tempo within a range.

Neal correctly stated that a User Track created from an audio render of a midi track could be effectively used to work with any style. A WAV file saved and the audio imported back into the project would be specific to the project would also work without having been processed through the additional procedures to make that audio an actual User Track.
