Though I am not an expert in either program I believe I can safely say the short answer is because BIAB and RealBand address different sets of user needs and desires.

BIAB strengths are structuring a song, creating midi tracks as well as meeting performance and educational needs. RealBand strengths are manipulating and processing multiple audio tracks while also accepting BIAB files. There are things RealBand can do with RealTracks (such as multi-riffs) that would be extremely difficult to implement in BIAB. At the same time few users would expect to use RealBand to develop a realistic midi guitar strumming pattern or unique midi walking bass line.

RealBand combines features drawn from a traditional DAW, PowerTracks, and BIAB.
