There is the non-editable mode, the editable mode, and the staff roll mode, as per your example.

I'm using the middle of the three, the editable mode, as shown in your example.

Efforting to move a half note on beat three to the fourth beat produces another note on beat four.

The note on beat three remains and is changed to a quarter note, too.

I checked both "note" and "mono", dragging produces the same results.
