Hi. Do you others using Windows 10 have the same issue: when I go to some other programme (like Reaper), the BiB window still stays and hides the other windows. Even when using BiB it opens a new window (like for printing), the main windows stays and hides the newer one. It is frustrating to have to every time to minimize the BiB window and sometimes it's hard to notice the new window. I've reported this issue to BiB with "submit tech question", but got no answer.
Most likely you have DAW mode selected in BiaB which makes it 'stay on top'.
Check this setting is not set to DAW:
