If you are using Windows another way to try would be opening the file in Powertracks (or RB),
Then open a new project in Cubase
Grab the Track Number in PT with the mouse and try dragging it to a track in Cubase.
(important to grab the track number for this)
Do it for each track.
Some DAWs (like Reaper) allow this and it is convenient.
I do not have Cubase so I can't verify it works there, but worth a shot.
I do not work here, but the benefits are still awesome
