I agree with Mac - the word "best" can be very meaningless in regards to music. I think the sound of a Bosendorfer piano is best, but thousands will disagree and say Steinway. But then sometimes the Steinway sound would be preferred. Best for what?

I know I'm rambling, but on other sites specific to piano this word "best" is tossed around as if it meant something. "What would be the best digital piano for a beginner?" for example.

It might help if you specified what kind of plugins you're looking for. Compressors, reverbs, delays etc.

Note: If the "Best" is in the "Eye" of the beholder then the best plugin would be my Nikon F3 High Eyepoint with MD motor drive! LOL

You might be surprised to see the data on plugin usage, DTuna.

Seems to easily indicate that the overwhelming user usage is tied to which plugin has the more pleasing eye candy in its implementation than how a plugin might actually work or sound...

I will qualify my impression of 'best' as meaning: Best search engine for plugin database.

In this respect, I think that www.kvraudio.com and it's plugin database/search engine dominates over other sites listing plugins.

Very few developers do not register their plugins at www.kvraudio.com which means it's a fairly reliable place to see the latest plugins, to read user reviews of said plugins, to obtain download links, etc.

Many developers use www.kvraudio.com's forums as their 'official' support forum as well, it's so ubiquitous.

One service that they used to have, which they have not had for the past several years, was a user survey to define the 'best' pay and freeware plugins for various different categories. In a way, it was a 'wiki' for what the masses judged in these categories.
