That's a very good question. According to this page, https://www.pgmusic.com/artistperf.php?os=win you are looking for Vocals Volumes 3 & 4. Volumes 15 & 16 (volumes 5 & 6) came with BIAB 2024, but it doesn't say how we would have gotten the earlier volumes.
I suggest, since it's a holiday, you use the Support tab above and give them a call or text chat tomorrow. The Sales department should know. If you can't get an answer, write back here and I'll contact the developers to ask (I'm a fellow user).

This is surely a MAJOR weakness in PG Music's marketing. Why offer something, and then while it is still a commercially available product, deliberately make it unavailable? I can never understand
Maybe PG Music has so many sales that it needs to cut back to reduce its enormous sales overload?

I've reinstalled the 2024 Free Bonus PAK again and Set 16 is not showing in my BB folder.

Same here. If you find a solution, please share it. I'm new to BIAB (just got 2024 Ultra) and am still trying to figure out why some things seem to be missing.
