Man, Pay Pal has a ton of help available, an automated question answerer and a database of previously asked questions, and I still can't get a straight answer to my question. Been trying for a week. So now I'm hoping somebody here will know the answer. I set up a PayPal account tied to a bank account (but not a charge card) When I go to a site that accepts paypal and try to use it as my payment method, I invariably get the reply "THIS VENDOR ACCEPTS ONLY INSTANT PAYMENTS" I was under the impression that the money would be instantly drafted from my bank account and used as payment. Apparently not. What step did I skip? Do I need to put money from the bank account into a holding area that is accessible to Pay Pal? Do I need to have an alternate source of payment such as a charge card also linked to the account? The inability to get questions answered directly without having to sift through thousands of database entries is making me wonder if I want to use paypal at all.... yet it has become the defacto way to make purchases online, and there's gear to be bought, dagnabbit.

I setup as pay pal accopunt but have never used it. I still just use my debit/check card. Most places accept that, and I have more control. JMSO

I do think you need an associated CC for a place that wants instant payment. I don't think it is the 'instant payment' part that a lot of sites use this for. It's because it does establish a CC and line of credit. Not too hard to open a checking account for a few days, write some checks and close it out before the big checks come in. The CC establishes a lot of contact info with a payment record. I think *that* is what they actually want in an instant.
You'll probably have to associate a card #. Here we have one card # that is for online purchases. That's all its used for. Makes it easier to keep an eye on.

Hi Pat,
If US banks are anything like Aussie banks, transfers are not instantaneous (it usually takes two working days for a transfer to make it through the bank here).
I have PayPal linked to a credit card and have never had any problem at all over 6 years. I am incredibly impressed with PayPal.
Personally, I generally don't trust businesses with my credit card details as once they have those, they can freely use my credit card without my permission whenever and however they want. My view is that by giving a business my credit card details, I'm relying entirely on their integrity not to take advantage of me. I find it difficult to trust unknown people to that extent. If a business chooses to take advantage of me via credit card fraud, there would be very little that I could do in relation to a global purchase so I avoid placing myself in that situation. (PG Music is an exception. I trust them completely.)
For me, PayPal is a line of defense when I make non-local purchases. Using PayPal allows me: a) to verify the payment amount so that ONLY the advertised amount is paid and, if prices do not match, to decline the payment and thus opt out of the sale; (b) to keep ALL my credit card details (especially the security number) away from those who might use such information for their personal gain.
I mention all the above simply as a way of saying that my credit card has been well looked after by PayPal.

No one remembers the big Pay Pal scandal a while back!?! Pay Pal has been hacked, and used for dishonest purposes. I had a friend who was ripped by pay pal, when he bought a microphone on line and it came damaged.
I have talked with many who have had serious issues. I ask the question is Pay Pal safer to allow to have your credit card info, or is a bank?
You could make a case either way.

Did PayPal have an online store at some point in time? My experience is that PayPal is only a facilitator of payment these days and, if faulty goods are delivered then that's the responsibility of the business that sold them and not PayPal (in just the same way that it's not Visa's responsibility if its card is used to purchase faulty goods).
Apart from people who send out fraudulent emails that want a person to use a link in the email that compromises security (such emails seem to be common to the banking industry in general), the only PayPal hacking that I am aware of is when guys who were upset with PayPal's canceling donations to Wikileaks targeted Visa, Mastercard and PayPal so that anyone who used any of these facilities as a means for payment had a "service denied" response. Thus legitimate users were denied access to the services. At least that's how I understood it. Was there another case that I'm not aware of?

this makes sense. Guess I'll go add a card. I like the idea of a sepaate card used only for online purchases.... but if I had one I'd probably use that instead of paypal.
Taking my confusion one step farther:
Assuming my account is primarily linked to a bank account then backed up by a charge card...
will the funds be drawn from the bank account first, then the card as second option if no funds are in the bank?

I have a PayPal account set up for eBay use. You need to deposit money from your checking account into your PayPal account to have "instant" payments made out of your PayPal account. Otherwise, your payment is made as an "eCheck", whereby you send money to PayPal only for a specific purchase - this eCheck takes several days to clear, and therefore is not considered an "instant" payment.

I was notified, after using paypal for about 5 years, that payments made to me might be held for up to 21 days. (before being put in my bank account) None of the reasons given applied to me. Apparently they're going to sit on some people's money to gain interest. I no longer accept paypal.

For the record, PayPal has ALWAYS sat on payments to/from payers and payees. That's how they make some of their money. It has always been this way.
Now, I don't believe it has been 21 days. In the past, it's been a day or two.
I've never had an issue, but it's been many years since I sold something on e-Bay and used PayPal as an 'accounts receivable' type of service.
I still use it regularly as a payer and will continue to do so.
I also was using their money market account as an alternative place to save with relatively high interest. Nowadays, money market accounts pay out nearly zilch for interest, so I pulled my funds. Paypal's money market was paying higher than ING, which was known for having some of the best mnney market rates anywhere.

You need a CC associated with the account AND you should get VERIFIED.
BTW if you're one of the folks that are scared of using your CC on line you might as well crawl in a hole. It doesn't matter . ALL transactions these days are electronic.Thieves are everywhere.
My cards ALL have a $0.00 liability for fraud.

Its true that all transactions are ultimately electronic (including paypal) but that's not the whole point. The point is how much information about the person is exposed during the transaction. The attraction of paypal is that very little subscriber info is transmitted during the transaction.
its my understanding that having no liability for fraudulent use of a credit card is only the tip of the iceberg. If the perpetrator of the fraud obtains enough information about you to open more accounts in your name, they can ruin your credit, cause other legal liabilities which aren't so easily brushed under the table and can take a long time and a lot of hassle to clear up.
The point of most exposure often happens before the transaction goes electronic. Do you ever use a credit card to pay at a restaurant? When the waiter takes it out of your possession, you lose control. But that's a whole 'nother thread.

Here in Canuckistan, Mastercard does offer Prepaid CC approach. That's what I did for on-line purchases. You get a top-up credit card so you only have a limited number of dollars in case the number somehow gets jacked.
I also have PayPal but have never used it.

I use Paypal to sell and buy stuff on Ebay. It seems when you take money out of Paypal into your checking account, you get charged a fee. I hate paying those fees even though Paypal is providing a service to me Since the interest rates are next to nothing now, I just leave money in Paypal and buy stuff online with it. I don't use my CC connected to my Paypal account. I have a small checking account just for that purpose.
I'm very fortunate that my bank has an excellent fraud unit and has caught fraudulent items being charged against my CC a few times in the past. I've never lost any $$ yet and get a new card in a few days. It's my opinion, that if you use a debit or credit card, on line or not, there is always some risk involved. The only way not to leave any recorded info, for some perp to get a hold of, is the anonymous use of strictly cash...something not really possible to do on line.

It's not my intention to scare anyone, but if you google something like 'paypal rip-off' or 'paypal fraud' you will find thousands of pretty awful stories. I use PayPal with a designated credit card only, as Paypal can freeze some, or perhaps all, of your bank account money. Say you have a Paypal account with access to your bank account; you sell someone an item for $1500.00, but they make a hassle and file a complaint against you. PayPal can freeze the amount in question until the issue is settled. If you need the money for an important payment or another purchase, then you are SOL.
I just think that, when using a credit card for Paypal, I'm at least covered by the card's fraud terms, and I can challenge any charges made to it. Giving access to my bank account to a third party doesn't sound very reasonable to me. Some people here at work that do a lot of paypal transactions have set up a separate bank account in a bank different from their household or business account bank. That way only funds that deal with paypal transactions are in jeopardy.
Of course, I only use my bank debit card at my designated bank ATM, so I may be accused of being super-cautious. However, I prefer that to the possiblity of losing money, or having any funds tied up in a resolution fight.

I'm a big fan of the prepaid credit card idea, but neither my bank nor credit union offers such a card. I've seen something similar for sale at stores... but when it isn't affiliated with your bank, there's still the issue of getting the money onto the card.

yeah I have read a few stories of people whose accounts got messed up in a variety of ways. The sheer number of problem-related questions on their web site testifies to the fact that not everybody who uses it is a happy camper.

heh... that's clever. Interestingly, I've read about the opposite happening... people throw away items containing enough cumulative info to steal their identity... so it has been true that "he who steals my trash steals my identity" (shred documents with personal info!)
