I'm doing an arrangement of a song that I need to do some one beat chords such as Fmaj7-em7-dm7 to cmaj7 each having one beat. How is this done? Can measures be split into 4 parts?

Just put a comma between the 1st and 2nd chords and a comma between the 3rd and 4th chords. Whether BIAB plays a chord on each beat depends on the style chosen. The bass will play the right notes on each beat. Ray

I would use a shot or a hold on those one beats, but keep the drummer playing (unless you want the drummer to hit it on the beat also).
As Ray said, in each cell, put a comma in between two chords to get a chord on each beat
| Fmaj7,Em7 | Dm7,Cmaj7 | will give you a chord on each beat, but will play according to the style. So if the style has 8th or 16 notes, you potentially could get 2 8th notes or 4 16th notes on each beat. If you just want to have a chord play on each beat, then using the Rests/Shots/Holds feature, you can instead enter:
| Fmaj7..,Em7.. | Dm7..,Cmaj7.. | which will have all instruments "hit" each chord on that beat. The two dots mean that BIAB should play a "shot", or a "hit" on that chord. However, if you just want the accompaniment instruments to hit the chords, but have the drummer play through, then you can enter:
| Fmaj7..d,Em7..d | Dm7..d,Cmaj7..d | which excludes the drums from the shot.
If the chords sound too short, you can instead use a "hold", which will hold the chord the entire beat:
| Fmaj7...,Em7... | Dm7...,Cmaj7... | which will have all instruments "hit" each chord on that beat. The three dots mean that BIAB should play a "hold" on that chord. However, if you just want the accompaniment instruments to hold the chords, but have the drummer play through, then you can enter:
| Fmaj7...d,Em7...d | Dm7...d,Cmaj7...d | which excludes the drums from the hold.

Either do what Raymb1 said .......... Fmaj7,Em7 / Dm7, Cmaj7 ..... This will give you the 4 chords each played for a one beat duration at the tempo.
Or.... yes, you can also put each chord into a different measure and change the measure to a one beat measure. Right click on the measure and select "Bar settings" , a new window opens and there are several parameters you can edit and adjust, one of which is the number of beats in the bar. Change this to "1" and you now have the same thing happening as with the comma. I'd use this function if I was editing some of the other parameters as well.
I'm not sure, because I've never tested this in action, if both of those methods yield the same exact result or if one is better than the other.
I've noticed that sometimes, using the comma yields sloppy results. The chords don't always generate cleanly and with the proper passing tones in them. I have had to either regenerate numerous times, and usually that doesn't work all the time, or I have to use creative editing in my DAW to get things sounding right.
