As I understand traditional music from Arabian, Indian and many of the Eastern Asian countries, it does not follow our notion of scales based on semitones. Such music often uses quarter-tones and other micro-tonal notes. The end result of this is that the concept of applying a BIAB chord progression to these traditional melodies does not make a great deal of musical sense because the chord progression (Western music harmony) will not be in tune with the non-Western melodies and harmonies.
That being said, the various musical modes (Dorian, Phrygian, Lydian, Mixolydian, Aeolian, Locrian) may give some foreign sounding melodies and could be harmonised with BIAB chords since these modes are based on our scales that are created from semitones.
While BIAB does not specifically have a button to, say, "Create a melody and harmony based on the Phrygian mode", it would certainly be possible to create such a song once the musical theory of the mode was understood.
Using BIAB, an approach that could possibly be productive would be to...
1. Find a song whose sound has that foreignness that you're seeking.
2. Use ACW to analyse the chord structure of the song (if it is audio) or simply interpret the chords if it is midi.
3. Given the chord structure, set the key signature and then use the Melodist to create a melody around the chords.
How successful the above would be, I don't know. It's something that I'd try, though.
