2. Right-click on bar 17 and select Bar Settings from the menu (F5 is the shortcut with Windows BIAB)
3. Set change in tempo... there are two ways to do this (you only need to do one or the other): (1) as a percentage -% = slower, +% = faster; (2) as a tempo value in bpm.
4. Right-click on bar 33 and enter into Bar Settings and set the tempo back to the original value.
HOW do you do this? Your saying set the first bar to FASTER
No, not bar 1. I'm saying set bar 17 to faster which is the first bar of the fast section.

Correct. Technically, it's the first bar of the next section that you change to the tempo of the upcoming section.

Even though that particular bar does not have the tempo listed (because it wasn't set at that bar), the tempo is still controlled by the previous change.
For example, if you set BIAB's tempo at the beginning of the song to 100 bpm using the tempo setting located below 'Memo' and 'Song Settings', that tempo does not appear in Bar Settings.... bar settings only shows what changes happen at a particular bar.

Try this....
1. Create a song that's 24 bars long with 'Start' = bar 1 and 'End' = bar 24. Set the tempo to 120 and the number of choruses to 1.
2. Right-click on bar 9 and open bar settings.
3. In bar settings, set the "tempo change" to 100 (this is slower than the original tempo of 120).
4. Right-click on bar 17 and open bar settings.
5. In bar settings for bar 17, set the "tempo change" to 120.
6. Generate the song.
Here's a link to an SGU songfile that I created using the above process. Right-click and have a look at the bar settings for bars 9 and 17.
Can you do the same thing with Time Sig??? I have a song in 3/4 that I change the style at bar 33 and that works fine. I then change both the style AND Time Signature to a 4/4 on Bar 69. The Style change works BUT the Time Signature stays at a 3/4. I am trying to change the 3/4 to a 4/4 by going into the Bar setting and putting a 4 in the # Beats This Bar... Help... Dave

With BiaB you can only take a beat away, you cannot add one.
So if your time signature is 3/4, that's the maximum you can get.
Two workarounds:
A: Start with a 4/4 style but set the number of beats in the bar to 3 (use F5 bar settings for this) - see 1 & 2
B: Start with a 3/4 style and then change to a 4/4 style at the required bar, also using bar settings (F5) - see 1

Be aware that if you start with a 4/4 style and set bar one to 3 beats, you'll still get a 4 beat count-in (has been asked to be fixed many times in the wishlist).

Awesome, that worked Great... I put a 4 bar "intro" that works fine in a 4/4 and then switched to the 3/4 and then ended with a 4/4... Thanks so much for the help... It would have driven me crazy...
