I am coming back to BIAB after several years and need advice on what to buy. I am thinking of upgrading my 2008 BIAB to the Ultra Pak+ with HD. Am I limited to the old laptop that currently contains my BIAB, or can I use different laptops and my main pc? Also, if my new program is on your HD, what would be the minimum specs needed to run the program ?

All I can say is I started with Pro but within a very short time acquired the UltraPAK. I am not in any way disappointed in my decision to go to the UltraPAK. I did it by download albeit over several days with a number of dropouts (some time back) but I had a heap of spare disk space. I would think with the UltraPAK+ you will be entertained for a very long time. As my wife says go for it, the cost is only a few cents an hour when you think about it.
My opinion

The Ultra Pak+ with HD is the most comprehensive package, so yes definitely go for it. You can get License for use on multiple machines (3) and if space is a concern, the required files on the computer C drive are minimal and BIAB will run without issue from the HD. I run the full program on my 10 year old emachine PC with an 64 bit AMD dual core processor and 4 gig of ram using Windows 7. The minimum specs are somewhere below that configuration.
BIAB 2025:RB 2025, Latest builds: Dell Optiplex 7040 Desktop; Windows-10-64 bit, Intel Core i7-6700 3.4GHz CPU and 16 GB Ram Memory.

Thanks Tony, I am sure you are right, but what about being tied to one laptop, as I have a gigging smaller laptop, a studio laptop, and desktop pc. I might want to ready material on an office machine and transfer to my smaller one when I am performing. Is the HD with the Ultrapak+ a dongle with encrypted ID for multiple machines?

That I think is best answered by someone else. I create my tracks on a desktop with enough grunt to do more than I require. I then level things out and put them on a laptop. On the laptop I have a guitar sym (TH2) that I have setup and balanced to my backing tracks. I simply plug my guitar into a Roland Tricapture, then via the laptop the guitar and backing pops out into a PA and away I go. My setup is very simple. Tony

No its not a dongle, as far as I aware you can deactivate an activation from within biab on a particular computer so you then reactivate on a different one.
