I just want the drive to come up when I open windows. It should. What operating system are you running? Is this a desktop or a laptop, etc? More information helps us to help you.

Have a look at this post. Try those Windows startup settings and see if that changes the situation.

It should.
Other things to check are the Control Panel, Power Options.
Turn off USB Suspend.
Find the USB power setting and change it to never turn off.

Yes, I agree, it should.
Removable USB drives never need any attention on any of my systems. This will relate to an operating system setting, and is very unlikely to be the drive itself.

Is the drive completely unavailable until you disconnect and reconnect, or does it have a different drive letter assigned after a fresh boot?
Presumably this unavailable issue is the same even if you don't even start BiaB? Is that correct?
Do you think this is a BiaB issue or a computer issue?

Have you tried this:
1-right click on the start button
2-click on device manager
3-click on the > by the Universal Serial Bus controllers
4-Right click on a Hub
5-click on Properties
6-click on Power Management
7-uncheck Allow the computer to turn off this device to save power.
8-repeat #4-7 until all hubs have be unchecked.
Win 10 update loves to reset these settings. I check mine after every update.

Check the motherboard BIOS \ EUFI settings to see if bootup from USB is an option. Disable the option or make it the last choice.
Different motherboard manufacturers use different keys to press during power up to enter settings. If you don't have the manufacturer's manual you can likely find out which button to press by 1) visiting the manufacture's website and downloading the correct manual. 2) internet search. or 3) YouTube video.
