Select the track you want to amplify. Select "effects" then select "Amplify" then select how many db you want to amplify.

Alternately, you can "normalize" the track or apply a limiter across the track and third, you can compress the track and apply make up gain.

Be careful with amplify and compression. They can change the sound once they go past 100% or 0dB.
Normalize keeps everything in perspective. Amplify and compress does not.
