(I know, the title is alluring. Goes with the territory....)
Nothing more annoying than rasp creep in the middle of a take. For years, we have seen opera signers spraying their voices. I inquired, Swiss Cows, "What do professional singers use to clear their voices?" A ton of voice teaching is now online.
Answers:
1) Phlem is normal. Patiently wait it out as possible.
2) Diet (Dairy, fries, and other)
3) Resist temptation to hack, loudly. Chords are delicate.
4) Now, the tip: Ginger Tea (several brands on the shelf) +
Honey (Knowing nothing, I played it safe with the expensive organic) + dash of lemon juice (the green bottles.) Warm, not too hot.

generally the singing voice will perform if the singer is hydrated and the atmoshpere is of sufficient humidity. If either goes significantly out of kilter, singing becomes affected.
Using: Dell 3268 i3, 8 GB ram, windows 10. Biab version 2017 standard package, no extras.

I have found that my best Vocal Chord Maintenance is to keep my mouth shut  
Principal: Your child always causes trouble in school.
