The file in question is presumably 16 bit, 44.1k wav. The properties say that bit rate is 1536k bps
The properties is likely reporting the sample rate. That doesn't sound correct.
Any chance you can upload the audio file to Dropbox, Google Drive, Box, OneDrive or some other cloud location and then give us a link so we can download it and take a look?
OK, drum role................. nothing, nadda, nilch. Seems to load but nothing happens in BAIB 2019 64. Tried with a second wav file on my desktop and perfect.
The supplied downloaded .wav is a vocal only. No instrumental instruments at all. Could that matter??
This file would not import into ACW. All I got was a blank BiaB chord sheet with no audio. BUT when I looked at the file's properties I noticed that my anti stuff blocked it, see attached jpg. Could this be your problem?
Note that I was not about to unblock it on my computer.

64 bit Win 10 Pro, the latest BiaB/RB, Roland Octa-Capture audio interface, a ton of software/hardware
Loaded in Audacity, resampled to 44.1KHz and saved a new .wav. Open in BIAB 64 Audio chord wizard and all ran perfect.
