Notice that it has nothing repeated, no discernible form to speak of and is only four lines! Is that really what could be called a "Song" as such? Or just what is a "song" anyway? Have fun!

I would say, yes it is - in the same way that Twinkle Little Star and Mary Had A Little Lamb are. Just little nursery rhymes for kids, as David said, but technically songs still I suppose.

It's an American folk song of unknown origin. The words were first printed in 1852 but to a different tune, one of many before the current melody. The familiar tune first appeared in the The Franklin Square Song Collection, published 1881 by J. P. McCaskey. The song is credited to Eliphalet Oram Lyte who probably composed it. You'll find it in Vol. 1 on pg 69. https://catalog.hathitrust.org/Record/100833959Lyte (1842–1913) was a school principal best known for his grammar books for use in the classroom but was also a prolific composer. Collecting 19th C. American folk and popular music is one of my hobbies.

Or just what is a "song" anyway? Since you ask.....generally speaking: A song has lyrics (however trite/minimal) which are sung by a singer(s). If one calls their creative effort a song I'd bet the vast majority of listeners will expect to hear a vocalist(s) singing.If one is looking for ways to split hairs in this context have at it.  But....that's just me...to each their own.
