IMHO the only difference between Cb and B is in manuscript, that is in key signatures of many flats it would be written Cb. However in other key signatures it would be written B.
But I could be wrong as I am not very #.....You C I can't B#.

I scanned that. I know the theory and write Cb and Fb all the time, as well as E# and B#.
But let's take just B and Cb.
What I didn't see is a practical reason that I distinguish between B and Cb when writing for big band or orchestra: trills.
Writing a bunch of notes in a trill from Bb to Bnatural then Bb to Bnatural etc. is very hard to read and takes longer to write. If you write that as one single Bb then a Cb followed by other B and C notes, the accidentals carry over and are not needed in all the following notes after the first two!

Doesn't it really just come down to whether you are in a sharp key or a flat key? I can't think of one "flat" key that has a sharp in it ANYWHERE in notation. So if you are in F, Bb, Eb, Ab, Db or Gb, you'd use Cb rather than B# because sharps don't belong in a flat key. BUT, it's also a B, so...And there's the rub. Nobody that knows notation would write an Ab minor using Ab, B and Eb. They'd use Ab, Cb and Eb. But if you are in a SHARP key, G, D, A, E, B AND F#, if you should need that note, it's be a C.
I was under the impression it had to do with each note can only be used once. It sounds a bit strange. We have 7 notes A B C D E F & G. Each can only be used once therefore if a scale had Bb in it the scale cannot also have a B so one might use Cb. Similarly if a scale had an F# it cannot also have an F so E# could be used.
I can’t remember if it was Guy Mitchelmore or Gracie Terzian that had a whole video dedicated to when and where this occurs.

If given the question as asked in the video in a classroom setting, my answer would be "It is the same PITCH and physical key or fret, but it is NOT the same NOTE. Notes are what is written on paper. Pitch is what we hear."
