Thanks to everyone for your comments and suggestions. They were very helpful, but I've tried them all and everything else I can think of. The only thing that works consistently for me is:

1. open the biab program, which starts with a blank canvas (no song or chords).
2. before touching anything else, click the "restore down" button and adjust screen where you want it (seems it has be done in one move for some reason).
3. open a song with chords that go off the screen and a lyrics window (you can adjust lyrics window but don't touch the chord screen size again)
4. Play song and it should scroll properly. If you even slightly bump the chord window size again you will loose the scrolling and have to close the program and start the above again.

I think a possible solution for the PG techs would be to add a check-box option in the display tab to "open the program with last used screen display." This would open to the size we want without having to re-size the screens, thus there shouldn't be a scrolling problem (at least that would be a possible solution if they can't figure out what's causing it in the first place - also would be a nice feature).
