As regards the volume - I have studied the waveform in an editor and there are large dynamic differences.

This instrument could benefit from a compressor on its output to even out the differences between loud and soft hits. Unfortunately in BIAB you cannot insert a VST or DXi effect across individual instruments. You can in Realband - therefore if using the Celtic drums, go to Realband and do your sequencing so as to get more control of tracks.

Alternatively for the experts, you could load a copy of the the 'BodhranCelticJig^_110_Style.wma' into Audacity or similar and apply a compressor to the file with a bit of makeup gain. Rename the original file to 'BodhranCelticJig^_110_Style.old' or something suitable and replace the file. Might take a few attempts to apply optimum compression settings.
