The 2496 is a nice card but is just 2 in & 2 out. It's also out of your price range unless you buy a used one.
I'll jump out on a limb that I've stayed away from for some time. That is to recommend finding a used Creative Audigy 2 ZS and using KX drivers. Kx is not for the faint of heart but is very powerful. I use the Notebook version live. Eight separate outs. It also simultaneously serves as my reverb unit for vocals. The AUX send from my mixer goes into the card and comes out on one of the pairs to the Aux Returns. The other six outs are for the Band.KX drivers are free.
BTW to get all of the outs require some added cables. It takes 2 Camcorder cables( 3.5mm 4 pole phone plug to 3 RCA plugs) & 1 normal 3.5mm male 3 pole phone plug to 2 RCA plugs. You can get these all for about $15.00
Just a thought if you're adventurous.
PS I also use this on both my XP & Win7x64 machine.
