Yep, when you listen to Gypsy songs, they are recorded and mixed very simple. The sounds just come in as in the live gig. There is no volume poti on a gypsy guitar, therefor the only way to handle volume differences is the dynamic of ones playing. Due to that fact the rhythm guitars are usually kinda loud - maybe that`s why the lead sound is so agressivly played with very thick picks (but thats only a guess) - so it can be heard.

To answer you question, if you have two rhythm guitars, usually both have the same volume.
