I always use slash chords for this purpose.
* Click the bar you want this in
* Press "Alt + F5
* Type a chord on the first beat and select rests only. Select "All except" and chose the instruments you don`t want to rest. Since you don`t want a bass on 1 you should check all the other instruments and uncheck the bass.
* While still being in that menu go to beat 2 (check the radio button for "2"), type a chord with a slash.
* Select "No rest"; you want the bass to sound on "2", right?
* Select beat 3 with the radio button and do the same thing you did on beat 1.
* Select beat 4 and do the same thing you did on beat 2.

If you have more bars like this you can copy and paste. Even if you have different chords, but the rests need to remain the same you can do that. Just copy/paste the bar, open the menu with Alt+F5 and correct the chords for the beats.

P.S.: No need to try the "pedal bass" opton in that menue - doesn`t work with Realtracks.
